This diff adds install-plugin.sh, the script which will be run within ctr for metis installables

This issue is currently awaiting triage.

Hi @arvindbr8. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

- Resolved merge conflicts in Makefile after pulling master.
- Sanitized GIT_VERSION to avoid k8s component-base panic.
- Consolidated TAG and GIT_VERSION variables for readability.
- Updated build-image-local to use buildx with --load.
- Moved binary to /bin/metis in Dockerfile and updated Makefile extraction path.
